GAO is Seeking to Hire its Next Chief Administrative and Financial Officer (CAO/CFO)

The Chief Administrative and Financial Officer (CAO/CFO) reports directly to the Comptroller General (CG) and, as such, is principally responsible for directing the administrative and financial services that support GAO through subordinate offices, which include the Financial Management and Business Operations Office, Human Capital Office, Information Systems and Technology Services Office, Infrastructure Operations Office, and the Field Operations Office.  The CAO/CFO also provides direction to the Professional Development Program; which is designed to orientate and develop newly hired analysts into GAO through rewarding job experience and quality training.

PROFESSIONAL AND TECHNICAL QUALIFICATIONS (PTQs):

SUMMARY OF DUTIES:

GAO Seeks Director, Financial Management & Assurance

This position directs the GAO component responsible for financial management issues in civilian and independent agencies. FMA is currently responsible for conducting financial audits on the Federal Deposit Insurance Corporation, the Schedule of Federal Debt, the Internal Revenue Service, the Securities and Exchange Commission, and consolidated financial statements of the U.S. Government. Background:
The United States Government Accountability Office (GAO) is the agency that works for Congress and the American people. Congress mandates GAO to study the programs and expenditures of the federal government. GAO, commonly called the investigative arm of Congress or the Congressional Watchdog, is at the epicenter of government decision-making. It is independent and nonpartisan. The GAO studies how the federal government spends taxpayer dollars. It advises Congress and the heads of executive agencies about ways to make government more effective and responsive. GAO evaluates federal programs, audits federal expenditures, and issues legal opinions. When GAO reports its findings to Congress, it recommends actions. Its work leads to laws and acts that improve government operations, and saves billions of dollars.

The Financial Management and Assurance (FMA) team helps Congress ensure the full and effective implementation of the 1990 Chief Financial Officers Act, the 1994 Government Management Reform Act, the 1996 Federal Financial Management Improvement Act, and other crosscutting financial management legislation. A key driver of this work is the legislative requirement for GAO to audit the U.S. government’s annual financial statements and conduct other mandated financial audits. FMA also identifies opportunities for improving accountability for assets through our FSI security vulnerability assessments, forensic audits, and special investigations of areas of government operations that are vulnerable to fraud, waste, and abuse.

Position Duties:
Directs multiple FMA audit teams conducting financial statement audits of large and complex federal agencies and entities, as well as some smaller entities. Using thorough and expert knowledge of audit and accounting principles and standards, this individual participates fully in the planning, execution, and reporting for financial audits. Carries out assigned activities to improve the federal financial management infrastructure and the reliability of financial information

Assists the Managing Director in managing and planning all activities necessary to (1) establish priorities, (2) direct the preparation and execution of audits, (3) analyze audit/evaluation findings and prepare written products, (4) contribute to the professional development of audit staff and ensure that they are well trained, and (5) ensure effective accomplishment of assigned responsibilities and work priorities.

Directs the preparation and presentation of testimony for use at Congressional hearings.

Council for Excellence in Government Updates

The mission of the Council has remained constant throughout our 25 years of service and has made great strides in helping to improve the efficiency and effectiveness of government. Its goal is to be a comprehensive resource for the transition leaders and the new appointees in the next administration:

The Council has taken our “Prune Book” online for the first time. GAO, commonly called the investigative arm of Congress or the Congressional Watchdog, is at the epicenter of government decision-making. It is independent and nonpartisan.

Position:
The position we are seeking to fill is the Director of Department of Defense Financial Management Issues in the Financial Management and Assurance (FMA) team. The incumbent interacts with financial statement and program auditors, specialists and experts in areas such as information technology; program officials; and others in a multidisciplinary environment, to understand and evaluate how program requirements/components work together to achieve good federal financial management and reporting. The Director is responsible for supporting the established overall goals, objectives, and priorities set by the Managing Director for GAO work. This individual has principal responsibility for formulating strategic objectives and tactical plans as well as contributing to GAO’s performance measures such as timeliness and financial savings.

FASAB Seeks Candidates for Board Membership

The Federal Accounting Standards Advisory Board (FASAB) is seeking individuals interested in serving a five-year term as a member of the board. FASAB is identifying candidates for two vacancies occurring on July 1, 2009, when board members James Patton and John Farrell will have completed their service. FASAB is particularly interested in candidates who have experience as: analysts of financial information, economists or forecasters, academics, auditors, preparers of financial information, or those otherwise knowledgeable regarding the use of financial information in decision-making.

The registry is open to those not currently employed by the federal government. If you are interested in serving but need more information, the FASAB website includes a "Statement of Board Members' Responsibilities," a list of current members and a fact sheet. The nonfederal members serve as part-time special government employees and are compensated at an hourly rate for attendance at board meetings and an equivalent amount of time for preparation (typically 200 hours per year).

The registry will be provided to the appointments panel in January 2009. The panel--comprising three federal members, the FASAB chairman and three individuals representing the American Institute of CPAs, the Financial Accounting Foundation and the Accounting Research Association--advises the FASAB sponsors on appointments and re-appointments for the six nonfederal members of the board.
