Pentagon puts 'faith' in achieving clean audit by 2017
It's the law: The Defense Department must know how it spends every cent of its budget by 2017. But the agency said only 14 percent of its budget is now auditable.
Deputy chief financial officer Mark Easton jokingly said he's overseeing a "faith-based initiative."
But with budget cuts on one hand and the continuing costs of war on the other, Easton said he has a lot of faith in preparing the nation's biggest employer for a complete financial audit by 2017.
The Pentagon has been trying to prepare its books for a complete financial audit for more than 20 years. A few departments, including the Army Corps of Engineers, are on track.
"But the picture is different when we look at the Army, the Navy, the Marine Corps and the Air Force," said Asif Khan, the Government Accountability Office's director of financial management and assurance, who joined Easton on the panel.
Khan said one of the biggest problems is DoD hasn't been able to operate what he calls the "building blocks of sound financial management" — the technology known as enterprise resource planning systems (ERPs) that would help them collect, analyze and prepare data.

OMB identifies $17.7 billion in excess federal property
Agencies have nearly 22,000 unneeded buildings and land holdings worth a combined $17.7 billion, according to a Bush administration report sent to Congress today.
Five agencies control 95 percent of the properties: the Army, Navy, Agriculture Department, Air Force and Interior Department. Combined, the five agencies’ properties account for 78 percent of the $17.7 billion total. The $17.7 billion represents the cost of replacing existing properties, rather than the market value of those properties.
Congress passed a law in December 2006 requiring OMB to issue the report.
Since 2004, agencies have disposed of more than $4.5 billion in unneeded land and property. The administration expects to successfully meet its goal of disposing of a total $9 billion in unneeded properties by 2009, the report says.

Business Transformation Agency names first director
Two years after the creation of the Defense Department’s Business Transformation Agency, David Fisher has been named the agency’s first official director. Fisher will provide the continuity needed to shepherd BTA into the next administration, officials said today.
Until now, two political appointees, Paul Brinkley, deputy undersecretary of Defense for business transformation, and Tom Modly, deputy undersecretary of Defense for financial management, led BTA. But they both anticipate leaving their posts in early 2009. Fisher, a career member of the Senior Executive Service, will stay on, they said.
“One of our challenges is to create a nonpolitical organization,” Brinkley said, adding that it was impossible to complete modernization of DOD, the world’s largest business enterprise, in only four years.
Fisher had been acting director of BTA since November 2006. Institutionalizing an enterprise perspective on business transformation and continuing the maturity of the young organization are his main goals, he said.
BTA has responsibilities for 26 DOD programs and is expanding into new areas such as fundamental business analysis, officials said. For example, BTA recently completed an assessment of the Defense Cooperation Security Agency, which manages sales of U.S. weapons to foreign militaries.
BTA will perform similar assessments of three other DOD agencies in the next 18 months. One will be the Defense Security Service, which will focus on the problems with processing security clearances.
The agency will also increase its involvement in enterprise resource planning, including the Navy’s ERP program, the Defense Logistics Agency’s Business Systems Modernization program and the Army’s General Fund Enterprise Business System.
