NRC taking financial system to cloud

The Nuclear Regulatory Commission is taking their financial management system to a private cloud.


NRC awarded CGI Federal a $21.3 million contract to transition the Financial Accounting and Integrated Management Information System/Core Financial System from a federally-hosted environment to the company's Momentum Community Cloud infrastructure. NRC has been using CGI's Momentum system through the Interior Department's National Business Center.

The move to cloud is part of NRC's IT overhaul. Darren Ash, the agency chief information officer, said during an interview last June that improving the agency's technology capabilities was a major priority.


Financial management systems and other back-office systems are among the next areas the Office of Management and Budget wants agencies to consider moving to cloud providers. Former Federal CIO Vivek Kundra said in June agencies had more than 500 financial management and 500 human resources systems and moving them to the cloud could save hundreds of millions.


Additionally, current federal CIO Steven VanRoekel is pushing shared services and has a draft strategy out for public comment.

Defense Travel System delayed for landing

"Budget cuts will stretch the deployment of the Defense Travel System into fiscal 2007 and indefinitely delay the rollout of one of its new features, the travel system's program director said May 3.

DTS, the Pentagon's end-to-end travel and financial management system, has had nearly $10 million cut from its budget since fiscal 2003, said Air Force Col. Brandy Johnson. Last year, Johnson said DTS would be available at 11,000 Defense Department sites by the end of fiscal 2006.

Johnson said DTS will be at most large bases, offices and other Defense facilities by October. But about 1,100 to 1,600 sites will still be without the system that is eventually expected to save $234 million of the military's yearly $8.8 billion travel costs.

Johnson said the delay is not cause for concern. "

Accenture to install new Air Force financial system

"Accenture Ltd. has been selected by the Air Force to install the service's Defense Enterprise Accounting and Management System (DEAMS).

Under a $79.5 million fixed-price task order contract, Accenture of Hamilton, Bermuda, will implement Oracle Corp.'s E-Business Suite software at Scott Air Force Base by March 2007 and deploy the system across all of the service by 2010.

DEAMS is a co-production of the Air Force, Transportation Command, and Defense Finance and Accounting Service and will provide general ledger and other financial reporting functions.

DOD took the first step in this process in July, buying Oracle Corp.'s Joint Financial Improvement software for $22.7 million.

Under the contract, Accenture will ensure that the configuration, deployment and training of DEAMS meets Air Force, USTRANSCOM and DFAS requirements, officials said. "

The Defense Department is running workshops to educate its workforce on a new common business language that eventually will be used to track, process and report thousands of business transactions.

Officials are teaching employees the business language, called the Standard Financial Information Structure, ahead of DOD's implementation of a new financial management program - the Defense Enterprise Accounting and Management System (DEAMS). DEAMS, announced in 2003, is a co-production of the Air Force, Transportation Command and Defense Finance and Accounting Service."

The Road Ahead for DEAMS

The U. S. Transportation Command, U. S. Air Force and the Defense Finance and Accounting Service have joined forces to implement the Defense Enterprise Accounting and Management System or DEAMS. DEAMS is a significant undertaking that will provide USTRANSCOM and the Air Force with a single financial system, dramatically changing existing business and financial management processes, improving combat support for the warfighter, and sharpening information accuracy for Department of Defense decision makers. In the longer term, DEAMS has the potential to support other DOD agencies.

This article examines the current status of DEAMS system requirements and concept of operations and provides a brief update on the training and change management initiatives.

Oracle lands order for Transcom financials replacement, DEAMS

The Air Force has awarded a $22.7 million task order to Oracle for commercial software to build a new accounting and finance system for U.S. Transportation Command (Transcom). The Defense Enterprise Accounting and Management System (DEAMS) will update Transcom’s general funds and working capital funds processes, create an enterprise view for financial data and improve information accuracy.
